Li Xiang arrived near the Sverdrup-Hansen Meteorite Crater at the South Pole of the Moon and used the Earth Pivot World Record to build a new Moon Base for humanity.
Now that he was at the Divine Tier, his Earth Pivot World Record was even more powerful. In just half a day, he constructed a massive Underground City capable of housing twenty million people.
The location was chosen for its abundant water resources, vast Helium-3 reserves, and stable subterranean structure, among other advantages, making it ideal for constructing an Underground City.
However, he had only constructed the basic framework. It wasn’t yet suitable for habitation by ordinary humans or anyone below the Saint Tier. He returned to City No. 03 to discuss the matter with Jiang Cai’Er.
Jiang Cai’Er was overjoyed when she heard about Li Xiang’s accomplishment.
In City No. 03, she immediately assembled a construction team of 10,000 people, plus 200,000 construction robots of various types. They loaded up with numerous materials—including three backup Helium-3 Nuclear Fusion Reactor power stations—and boarded the Cloud Whale Aerospace Carrier, setting course for the Moon.
Li Xiang acted as their escort. After they arrived on the Moon, a million-strong army of Eclipsed Moon Star Remains Beasts stood guard, with a being at the Peak of Divine Tier personally overseeing them. Reassured, Li Xiang then escorted the Cloud Whale Aerospace Carrier back to Earth.
This round trip to the Moon allowed the research team to collect a wealth of data for improving the first-generation Aerospace Carrier. This information would prove to be of immense value for the development of the second and even third-generation models.
Meanwhile, the 10,000-person construction team entered the Moon Base and began outfitting and completing the various facilities. This included installing the three Helium-3 Nuclear Fusion Reactor power stations and constructing additional ones. A city of this size required an immense amount of energy, and Jiang Cai’Er’s design ultimately called for eight reactors in total.
They just didn’t have that many in stock, so they sent three to start with, planning to build the rest on-site with local materials.
Other projects included oxygen factories, ecological recycling systems, research stations, starch synthesis plants, underground farms, armories, residential areas, and commercial centers...
The robots, too, began to bustle with activity.
Back on Earth, word of this spread to all 72 of the nation’s Hive Underground City clusters. Li Xiang hadn’t announced it to the world, choosing instead to first share the information nationally and begin recruiting twenty million residents.
Of course, it was impossible to recruit so many residents from City No. 03 alone; the city simply didn’t have that many people.
However, with the nation’s current population at nearly 1.5 billion, and the number of Extraordinary Beings approaching 18 million, finding twenty million residents was a drop in the bucket.
Of course, recruitment was on a voluntary basis. Researchers and Extraordinary Beings were especially encouraged to bring their families, with generous relocation packages offered to those who immigrated as a whole family.
If all went as expected, Li Xiang would become the Master of the Moon within a year, wielding immense authority there. In truth, living in the Moon Base was actually safer than living on Earth.
After all, several Divine King Realm Exotic Beasts still lurked deep within the Earth Core.
